Tools of Engagement

Economy Cards 

This is your money. You are a country. Your aim is to be the richest country at the end of the game. You will add the numbers together at the end of the game to determine your score.

Government Cards 

These are your action cards. You will use these cards to either strengthen yourself or weaken your opponents. If you have no Government cards you can play, you will draw a card from the deck and play it if possible. If not, pass.

Details of... "Diplomacy"

Attack 

Take two cards from an opponent and discard them. Or if you want to strike back at two people at the same time, take 1 card from one opponent and 1 card from another. Remember, you don't keep the card. You just do it to spite them. Mua ha ha ha!

Defend 

Blunt any attack against you, no matter how potent. If someone wants to take 1 card from you or 20, slap this card down and wipe the smirk off their face.

Trade 

Exchange 1 card with an opponent. The cards will be facedown, though, so be careful not to come out on the losing end of a trade. (If you have a "0", though, this is the perfect chance to offload that card. Yeah, you thought that card was useless, didn't you?)

Invade 

The heavy-hitter. Take up to 4 cards from your opponents in any combination, and keep the cards. Then you can take bets on how salty your (former) friends will be after that heist.

Stimulus 

Drawing 4 never felt so good as you'll take 4 cards from the deck for later use. If you don't have many useful cards in your hand, this card could be a game-changer.

Embargo 

Freeze your opponents in their tracks with this card. They'll have to miss a turn, and they'll be vulnerable to attacks. Even if they have a Defend card, they won't be able to use it. If this is you, use your Defend to stop the Embargo card or you'll be a sitting duck later. 

Nuke 

There's only one of these in the deck. Nuke is potentially the most devastating card in the game. You will have two options with this card:

Option 1 - Attack every opponent for 4 cards and discard them.

Option 2 - Draw as many cards from the deck as there are players. If there are five total players, draw 5 cards.
